“Error 39” casuses mouse/touchpad and keyboard to no longer work

I recently resolved an interesting issue on a Dell Laptop that prevented the touchpad/mouse and keyboard from operating once a key was pressed on the keyboard. Upon inspecting the Device Manager - the entry for the keyboard showed “Error 39”.
After sorting through a significant number of suggested solutions to this issue, I came upon two solutions that appeared to have the most merit and the best chance for resolving the issue with the device managers "Error 39” for the keyboard.
Once possible solutions is to completely drain the systems power by disconnecting it from the AC and removing the battery. Once all sources of power have been removed, press and hold the power button for about 15 seconds to completely drain any residual power.
My “Error 39” issue was resolved by modifying the “Upperfilters” entry in the registry. The value for “UpperFilters” should only be “kbdclass”; however, it appears that an application or update process inaccurately append an additional word to the “UpperFilters” value. To resolve this issue, do the following:
- Start your computer in safe mode. This will allow you to log onto your system without a need for a password
- Open an on-screen keyboard (This can be found in Start / Accessories)
- Click on “Start / Run” and enter “regedit” using the on-screen keyboard and click on “Ok”
- Find the following in the registry: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\4D36E96B-E325-11CE-BFC1-08002BE10318
- Right click on the registry key and select export. When prompted for a name, just right click on the field and past in the last entry in memory. Then click on OK.
- Double click on the entry “upperfilters” – to bring up the edit string box
- Remove all the value data except for “kbdclass” (Use the mouse to highlight the letters to remove and use the right mouse options to delete the highlighted words)
- Go to device manager and "uninstall" the keyboard
- Once the driver has been uninstalled, select “Action / Scan for hardware changes” from the menu bar.
- Once the new driver has been installed, the “Error 39” message should be gone and you should be able to use the keyboard and mouse.
I am greatly appreciative of the following
post on Tom’s Hardware, for their insightful solution to this issue.

Turn off the computer (when the touchpad does not respond hold the power button down for up to 15 seconds to turn off the computer).

Re: “Error 39” casuses mouse/touchpad and keyboard to no longer work
I'm okay until I get to step "5.When prompted for a name, just right click on the field and past in the last entry in memory. Then click on OK." I right click but get no other entries to choose from.

JH - Make sure you are right clicking on the registry key in order to get the context menu. Otherwise you will not get anything to show.
